Before you tighten the release lever to snug the camera to the base pad you slide this lip just beyond where your camera's bottom would contact it. One end of the gray part has a taller "lip" on it. NOTE: Between the pads is a little area with a gray sliding part. A quick release post is sitting on top of the pad to show you what it looks like. You still have the second mounting pad on your tripod. You are only missing the "rubber" mounting pad on the top of the head that was once held on by that glue, plus a quick release part (pictured below). The missing piece should contain the screw (to thread into a camera). I purchased a Slik u212 deluxe tripod that's missing a mount-piece figuring that I would just buy it separately. The local Goodwill had a tripod like this - with the same piece missing! He also mentioned that as the Slik is a very old line product as its pretty heavy might want to reconsider getting a more modern CF tripod instead but i bought the Slik U212 anyway at $125 using Marina Square voucher as well. I was served by Patrick whom i have bought things previously from and he patiently showed me how it works. I was set on buying a $400 setup at Cathay Photo Marina Square when i noticed this tripod. This is supposedly a heavy tripod but to me quite okay the weight. I found this Made in Japan tripod when nearly give up looking for a inexpensive yet solid tripod which by logic means it will not be light.
